The metering valve may be stuck. Take the three cover screws off and remove the top cover. This is return fuel in here so you need to be careful with dirt but not like the inlet fuel. With the top off, towards the front of the pump, under and in front of the throttle shaft, is a bar that runs cross ways to the pump.
